David Freedman is the Program Manager – Energy & Sustainability at Coachella Valley Association of Governments. He manages Desert Community Energy (DCE), the Community Choice Aggregator providing carbon-free and lower-cost electricity to more than 80% of the eligible customers in Palm Springs, and leads the Codes and Standards sector for Inland Regional Energy Network (I-REN).

David was a member of the Palm Springs Sustainability Commission from 2015 to 2023, where he advised the City Council on energy policy. Before moving to Palm Springs, David was a partner in the Paris and New York offices of Baker McKenzie LLP, specializing in energy and regulatory law.​
