Emmanuel is the External Affairs Program Manager for the Coachella Valley Association of Governments. He has considerable public sector experience which includes energy and water policy issues for a local public utility, non-profit affordable housing, and gained legislative experience working in the California State Assembly.

Emmanuel is from the City of Coachella and is a graduate of the University of California, Riverside and California State University, San Bernardino.
